Regarding the anon thing, this happens to fall in line with part of my line of work. It's fairly easy to get around; the method you laid out works, yes, but ONLY if the anon is on the same IP address they use to log into their Tumblr account. If they're using a proxy service or an anonymous browser (such as TOR Browser), it will block the offending IP, but will not reveal their username unless they fail to refresh the IP before logging back in. Of course, it's easier just to not to be a jerk.
